Kahramanımız; Hikari Netto'nun hayatı, babasının ona yolladığı "PET" ile değişir. Hikari ve NetNavi'si Rockman, birlikte WWW suç örgütü ile savaşırken, hem düşmanlarının amansız rakibi olacaklardır hem de birbirlerinin en iyi dostları.
